I can’t speak to what’s reported or not reported in the news, just what the captain told us.

So there's a couple of different things going on.

Europe has what is called 'flow control' - it's a variable green light onto the highway, basically. So that way, each area (terminal or en route) does not get over saturated and the 'flow' is spread out.

So this flight may have been delayed a bit and missed its original departure window, so that's what they're waiting for, is a new flow control slot.

It's not an ATC 'problem', it's the way it works.

Or it could just be an extension of the typical European air traffic control inability to keep up with the volume.
