I read the Peugeot offers 21 day rentals of their new cars with full insurance (and return anywhere in France for free.) Has anyone done that? How well does it work? More importantly, is this a good way to travel - France and surrounding countries?

I've leased from Renault 4 times (Renault's program is similar). Each experience was entirely hassle-free. You get a brand-new car, full insurance coverage, 24/7 roadside assistance, and the price - if you're renting for roughly 3 weeks or more - invariably beats renting with similar insurance coverage. The only possible drawbacks are that you have to pick up and drop off the car at a major airport, and if you return the car outside France there is a significant drop-off fee.
