If I get the France Saver Pass will I be able to use it on the TGV?

Yes, but you'll have to buy a reservation (3€ in Europe) for each TGV ride you take. Be aware that SNCF limits the number of seats allotted to passholders. If you absolutely must take certain trains, you might want to make reservations in advance from home using a service like RailEurope; but it will cost you more.
