Flying Within Europe

In my previous trips I have always used ground transportation within Europe, both trains and cars. When I have arrived in Europe I have never had to connect to another flight. In May I will be flying from Milan - Prague. This may be a silly question, but do they have the same 3-1-1 rule that we do?
