Page 422 and/or 421 of Rick's Italy 2009 show that a taxi just from FLR to the SITA bus station near Florence SMN train station costs €20. There are frequent buses and trains to Siena--the bus drops you right in Siena, the Siena train station requires another bus or taxi to get you into Siena proper.
Why a taxi instead of the very reliable trains and buses? A taxi is just a waste of money. The SITA bus mentioned above is very modern with A/C, etc. If you take the SITA Corse Rapide, its a non-stop to Siena. You can even take the less expensive ATAF-Volainbus from the airport to the SITA station instead of the more expensive taxi. The Regionale train to Siena will cost you about 6.50Euro.
I doubt that you'd want to take a cab from Florence airport to Seina unless you've got lots of money to burn, in which case you'd be ahead with a private limo. You can imagine how much it would cost if the relatively short trip from FLA to SITA is 20-Euro while the trip from FLA Siena would take an hour. Plus you'd be charged for the cab's return to Florence. As Darcy said, the way to go is by the bus which takes you directly to the city center.
