We're trying to visit our friends in Brussels but have a few days to spare before around late Aug. to Sept. 8. I have researched (Skyscanner) fares to various cities such as Frankfurt, London, Amsterdam, Lyon and Metz and the best fare is $695 to Paris (had found a $502 to Frankfurt but is no longer available). Questions: 1) When are the best days of the week to travel to get the best prices 2) What other cities would experienced travelers recommend I check out

I'm sorry but I don't understand your question. Are you saying you want to visit your friends in Brussels but have a few days prior to visit somewhere else?
If yes, choose where you want to go and travel open jaw. Fly from PHoenix to whatever city in Europe you wish to visit, depending on where you first go take either a discounted airline or train to Brussels, and then fly home from Brussels.

Usually Tues, Weds, Thurs are good days to try (because business people fly a lot on Monday and Friday while vacationers fly on Sat and Sun). But it depends on the traffic the airline is getting on any specific day. I use sidestep.com (kayak.com is the same now) and be sure to check the plus or minus days to allow it to search for nearby dates.
Phoenix used to have a BA direct to London. If they still have that, you could possibly fly to London, then transfer to a European airline and fly directly into Brussels.
