FERRY CROSSING FROM SPAIN TO TANGIER

One travel book says the best route is from Tarifa.
Other book mentions that only EU citizens can cross from
Tarifa (not an "international" port) and US citizens must
cross from Gibraltar or Algeciras.
Anybody knows for sure?
