Help! Need to know fastest reliable option: arriving Heathrow 8:25am (no checked bags), need to get to Waterloo station by 10:40 to catch 11:10 train to Paris. ETBD office suggested this departure time, I'm getting worried we don't have enough time (total rookie Europe traveler here). Thanks!

Heathrow Express to Paddington Station and a cab to Waterloo. Should be under an hour.
The Transport for London site, www.tfl.gov.uk, gives a total time of 40 minutes if you take the Heathrow Express to Paddington and the Bakerloo tube line from there to Waterloo. It breaks down as 15 minutes from Heathrow to Paddington, 10 minutes to connect to the tube, and 15 minutes to Waterloo.
Since you're packing light, I'd recommend taking the tube rather than a taxi from Paddington. No standing in line at the taxi rank and no risk of possible traffic problems between Paddington and Waterloo.
If your plane is late or you have any delay getting through immigration, you have NO CHANCE of meeting the Eurostar's 30-minute check-in deadline. If it's still possible, change your ticket and take the next Eurostar.
