Do the budget airlines fill up (like everything) else for Mid-July or is it rather easy to book a week ahead of time?
How far advance would you book a cheap European city to city flight? (like Paris->Prague or Paris->Venice?)

The fares on budget flights go up almost everyday as the plane fills up. If you wait long enough, the fares can actually be higher then what you would pay for one of the national airlines. So if you want the cheapest price book as early as possible, if you wait you will pay a lot more.
GENERALLY I say book as early as possible because in my experience fares do go up. Sometimes if a flight is not selling they may have a sale but I find it is not worth waiting.
Generally speaking book as early as possible. However, I've found excellent last minutes fares on Ryanair two days prior to departure before as well. But that's like gambling then. I didn't have to travel that very weekend, I was flexible and might as well have flown one, two or 5 weeks later, it was a just for fun weekend trip...
Most of the European budget airlines are so cheap, just book in advance. Prices will continually go up. We waited to long for a second ticket on Ryan air once, and paid $50 for ticket 1, and $200 for ticket 2.
