Can anyone confirm whether I can put my Eurail pass and Railplanner app on my tablet instead of a phone? I own a Samsung Galaxy 8.0 tablet and would prefer to use tablet.

I don't see why not - as long as you're able to pull it up to show the conductor, it shouldn't matter if it's a phone or tablet. I'm not sure why you would want to - to me a phone is much easier to pull out and use - but that's up to you.
ETA: You might want to think about adding it to both, just to be on the safe side.

You could limit yourself off IF your tablet isn't cellular enabled.
