For our flight home from the Best of Central Europe tour, we are flying from Ljubljana to Heathrow, then to Edinburgh, then to Philadelphia. All three legs were booked as one itinerary, and we will not be leaving the airports, though I think we do change planes at some point. I am confused as to whether we need ETAs, as I don't know if any of our itinerary requires going through passport control. Any guidance is appreciated!

You will go through exit Passport Control when you leave Slovenia. You will need an ETA and go through Passport Control at LHR because you are entering the UK and taking an internal flight to another UK airport. And then of course you will go through Passport Control when you land in the US.

CJean is correct. If you were just changing planes at Heathrow you would not need an ETA.
But since your connecting flight is to another UK airport, you will need it. Even though you won't be leaving the airport, you will have to go through UK passport control for that flight to Edinburgh. You can follow the Flight Connections signs and at some point you will split into an area for Flight Connections within the UK. At that point you will have to go through passport control. (E-gates)
The flight from London to Edinburgh is a domestic flight. You could technically just leave the airport since those passengers won't be going through immigration.
At Heathrow, follow the purple Flight Connections signs rather than go through the regular passport control area.
You will also go through security at Heathrow as well.

Thank you both! I suspected we may need the ETA because of that middle UK leg of the itinerary, now I know. First time I've had such a non-direct flight plan. :-)
