I know that this may be a dumb question but can I use a Eurail or a Select Pass within a country like a regional pass. I am planning to use 2 travel days in Germany and the rest to Vienna and Venice (3 travel days). Thanks

Doesn't seem dumb to me! A "regional" pass is limited to a group of countries(like Germany, Austria, Italy), that share borders. A three-country, five-travel-day individual Selectpass (first class only) is $429 ($86 per travel day); if traveling with a partner you can get that pass for $365($73) each. For six travel days, $471/$402 respectively.
If you are under 26 tears old on your first day of train travel you can get a second-class "Selectpass Youth" (three countries, five days, $279 or $56/day).
If price is an issue, and you don't want to take a bunch of day trips, you might consider buying second-class point-to-point tickets.
Remember a railpass doesn't guarantee you a seat, so consider getting a reservation to your next stop when you arrive at your current destination. If you get a railpass, treat it like cash, because it is!
If you buy a three-country Select Pass that includes Germany, Austria, and Italy, you can use it for both travel within any of the countries covered and for travel between those countries.
Have you priced point-to-point tickets for your itinerary to see if they would be cheaper than a pass?
According to the Die Bahn site, the normal fare from Berlin to Koblenz is 107 to 127 euros.
I think Andre is referring to a "regional" pass within a country, not a regional pass as defined by RailEurope. Any Eurail select pass that includes Germany can be used on all train run by DB throughout the country. That includes ICE/IC/EC/RE/RB and S-bahns. Unlike the regional (Länder) tickets in Germany, a Eurail pass cannot be used for U-Bahn, Streetcars, and buses in the city metro districts.
