We will be in the south of France (Provence & Cote d'Azur) and will be renting a car. Our question is whether we will be needing a International Driver's license, and if so, how much time it would take to get it?

France does not require an IDP, but you may want to carry one with you, since it provides a translation of your Florida driver's license (which must accompaby it.) It's available at AAA offices..bring two passport-sized photos and about $20 and they'll do it on the spot.

If you do get an IDP, don't forget to bring along your home state drivers license. The IDP is not needed in France, but your real drivers license is!
