I have no idea but I would assume so. If you are asking the question do YOU need an International Driving Permit then the answer is yes since the IDP is a translation into the local languages. I assume the requirement for an IDP does not vary depending on nationality.

The IDP is accepted in European countries as proof that you have a valid drivers license in your home country. So, your first step is to get an IDP. Most people get their IDP at an AAA office; whether AAA would issue one to you based on your Indian license is another question. You might have to get a New York drivers license first.

Inquire with the rental agencies, as these are likely the only time you will need to show anyone your driver´s license. My Pennsylvania license has always sufficed in Germany, Belgium, France and the Netherlands, and I have never needed an international driver´s permit. Wouldn´t know if this is the case for an Indian license, though.
