We are going to Germany in September. We'll need a cell phone to call and make reservations within Germany--not interested in being able to call home. I read some old posts that says you can purchase these at the airport. Is this the case and if so much how much?

Vodafone. They cost between €20-30 for the handset, and about the same price for minutes. I can't guarantee they have a store in the airport, but they sell them everywhere.
Carolyn, I assume you're referring to an inexpensive PAYG Cellphone. I've never heard of anyone buying a phone and then throwing it in the bin at the end of their holiday. As Tom mentioned, you'll be able to buy a PAYG phone fairly cheaply, which usually includes a short amount of talk time. For example, Vodafone has prepaid phones (Samsung E1050) starting at €19.90. T-Mobile appears to have the same phone listed at €14.95. My German language skills are a bit "limited" so I wasn't able to determine all the features and price plan details. You didn't say which airport you'll be arriving at, but there should be a Cellphone shop in or near all the major airports. If not, it shouldn't be hard to find a shop in the first town you visit. If you'd prefer to have a working phone as soon as you step off the aircraft, you could also consider buying a phone here from one of the "travel phone" firms.
