Since I am calling from overseas, I need the country code. Which is +44 for UK. Is this right? The number IS a UK number, yes?

You might try it without the first 0, just 8718. I'm not sure about UK, but in Germany the 8718 would be an area code and when calling within the country you would have to precede the area code with a 0 to indicate that it is an area code. However, when calling from outside the country, you don't need it.

It's probably a UK number which means that you DO have to drop the initial zero when calling from outside the UK.
No, it is a UK number. I'm just assuming the 0 works the same way in phone numbers all over Europe.
I am just more familiar with calling Germany, and I know that within the country, for calls outside your area code, you use the 0 to indicate the following is an area code (like our 1). For calls from outside the country, since an area code is always required, the 0 is not needed.
