Customs on layover flights between different countries

Hello,

I've been trying to find an answer to this issue with no luck.

I have a question about duty fees during a layover. I'm traveling from Spain on my way back to the United States and I have an 7 hour layover in Toronto, Canada. I'm trying to figure out if I have to pay a duty fee in Canada as well as the United States or if I just pay a duty fee in the United States where my checked baggage is going. Any help is greatly appreciated!

I believe you would pay it only in the US. You are not importing the items to Canada. You are importing them to the US.

If your luggage isn't leaving the airport I would think only in the US. Also I believe the US Customs and Immigration is actually in Toronto before you board the flight.

James is right. I used to go to Toronto often and Immigration and Customs for USA is actually in Toronto. No further check when you land in US.

In general, no one owes duty fees. Unless you are importing something that exceeds the duty-free limits, you won't even be asked about it.
