The answer, as always, is --- It depends. The airlines and security set the rules and sometimes they don't match. Heathrow has been notorious for the one bag rule but it was a security requirement and not by airlines. And that requirement has either been changed or will be changed in the near future. Second, the deep discount airlines are very strict and narrow about carry-ons and total weight. The only way to know for sure is to check each airline requirement and each airport. I know, I know, nothing is simple.
In general, each airline has information on their website about carry on limits (weight and size). Most large airlines have an 8kg limit but you can carry on more than one item (Lufthansa, Swiss Air, United, etc).

Beware of the inexpensive airlines when it comes to excess baggage (RyanAir, EasyJet, etc). Again, it's right on their websites. Over your permitted free maximum (15kg or similar), it jumps to about 7euro per kilo. That's a killer charge.
