Clarification on Speeding Ticket Issuance

I came across a confusing situation regarding the issuance of speeding tickets in France. It seems there might be significant delays in sending out tickets, sometimes up to a year, 18 months, or possibly never arriving at all. A travel writer, managed to shed some light on the matter, noting that Europcar offers a refund of the administration fee if the ticket doesn’t arrive within a year from the violation date.
My concern is about the French Interior Ministry states that fines must be issued within a year after the infraction occurs. Does "issued" mean the date the notice is sent out, or the date it must be received by the offender?
