I've been researching transfers from Civitavecchia Port to Rome. I'm getting the sense that taxis should be avoided and it's best to reserve a car service. They all seem to be in the range of 120 Euros one way for 2 people. Any other suggestions?

How about a train for 5 euro per person. 2 trains every hour.
Your ship will offer transfer service. Not cheap but may be convenient for you.
You are a long ways from Rome so 120 to 150E is a good figure. The train is easy to take. Basically a commuter run between 45 mins to I hr 15 depending on the train. Three to four an hour depending on time of day. The train station is within sight of the port entrance and is a 20 min walk along the beach. Follow the flow because lots of people will be using the train. Because the lines to buy tickets for Rome can be very long when the cruises ships are unloading, you need to buy a Regionale train ticket anywhere you can in Italy. Regionale trains are open tickets - use anytime within 60 days of purchase - with no reservations. When you get to the station look for a yellow or green or blue little box on the back of the station, validate your ticket - get a time stamp. If confused, look around to see a local sticking their ticket in the machine. Then just get on the next R (Regionale) train headed to Rome. Stand if no seat is available. Be careful, there are also IC (Intercity) trains going to Rome that require a seat reservation. If you are caught on an IC with a Regionale train tickets, the on the spot fine will be in the range of 50E or more.
It is easy to do. We have done it about six or seven times.
