Start with Autoeurope.com. It's also much cheaper to arrange your rental from the US than once you're there.
Robin, I would check out several agencies, including Hertz, Avis, Thrifty, Alamo, etc. In September we rented with Avis, picking up the car near our Rome hotel, and turning it in at the airport in Palermo, Sicily. It worked very smoothly.
Autoeurope! They are a broker that reps all of the big guys; Hertz, Avis, Europecar, etc., and they usually have rates that are 20 to 40% less than the big guys.
Go to their webs site and start fiddling around. Notice that if you pick a car up at an airport you generally pay 10 to 30% more. It usually does not make any difference where you return it...airport or no airport.
Get your car with a GPS, or buy one here, learn how to use it, then take it with you. This is a "must"! It makes your travels so much more relaxing.
