How do I obtain a carto argento?

According to trenitalia.com, the Italian railway website, the Carta d'Argento isn't free - it's 30 euros. Looks like you'll have to wait until you get to Italy to purchase one, since you have to produce proof of age. Doesn't look like they're available online.
