flying KLM (Delta) to amsterdam and was wondering if the airlines will allow a backpack to be stored under ones passenger seat as a second item carry on ?

Peter, That should be acceptable, as long as the Backpack fits the sizing regulations of the airline (which in some cases also includes weight). You could also consider putting the Backpack in the overhead bin and placing the carry-on under the seat. If you're going to be using any of the budget airlines in Europe, this will likely NOT be an option, as their sizing regulations are more strict. Some airlines also have a ONE carry-on bag rule, which they DO enforce. Happy travels!
Usually you get a purse (I use a small backpack) and a carry on, and the smaller item might fit under the seat in front of you. However, check Seat Guru regarding seats on your plane as most of the planes have electronic equipment under one of the seats in each row, which eliminates storage space.
