Carry-on restrictions return flight-- Berlin (TXL-FRA-USA)

Never had a problem with a 21 inch bag with wheels -- however there was talk recently that bags with wheels could be a problem from certain destinations.

Anyone know how to research the specifics by airport?

It is actually USAir with Luf as the carrier from TXL to FRA.
