I will be flying with EasyJet and Vueling Air. I don't plan to have any checked luggage. In addition to my carry-on bag, am I allowed to small backpack as well?

Yes, to the disposable razors. As for the carryon situation, for EasyJet, one means ONE. On Vueling, they allow an additional small personal item. You will want to check their size/weight limits before deciding to go carryon-only on the budget airlines.
Savio, As the previous reply indicated, disposable Razors are permitted in carry-on luggage. I've always carried one, and never been questioned about it. I can't speak for Vueling but for EasyJet, they allow ONE carry-on item ONLY, of the approved size (and they WILL check). That doesn't mean "one plus a personal item", it literally means ONE ONLY! In my experience, they enforce that rule very strictly. Unless you can place one of your bags inside the other one during travel, you'll have to check one of your bags. Happy travels!
We flew Vueling from Naples to Barcelona. I had a carry-on, plus a small backback. My carry-on had to be checked as it did not fit into the measuring box. It is a very light case - a Landor Hawa Sub-Zero and it still had to be checked.
