Our flight to Italy is booked through Lufthansa, however the first leg of the journey is with Air Canada. Lufthansa has a has a fairly strict weight allowance. Air Canada is a bit more generous. Since Air Canada is our initial flight but our trip was booked on Lufthansa, which airline determines our weight restrictions?
I don't think it matters what we tell you, but what Air Canada tells you. Why not ask them? I can just see you telling Lufthansa, " but you have to let me take this on. People on Rick Steves' website said I could."
If you check luggage, I think it only matters what Air Canada accepts, but if you carry on, Lufthansa might have a say when you board.
In my experience, it doesn't matter with whom you booked the ticket. The rules that apply are the rules of the airline that's running the checkin counter and the plane. So on code shares, a carry-on that is acceptable on one segment may not be acceptable on the next segment, If that second segment is run by a different airline.

Last two trips on code share flights, we had our carry ons weighed at check in by the second carrier. It's their airplane. For all they know you could have bought 50 lbs of stuff at the airport between flights.
