carry on's Lot Airlines

We just bought Rick Steves luggage that should be good for Lott Airlines. One is the luggage that converts
to a rucksack and the other is 21" with wheels. How picky are they about weight for carry ons and do they allow you take another bag on like a large purse, probably twice or three times the size of most purses?
