Does anyone know how to buy the packet of ACTV tickets for vaporetto/bus for 14 euros? Do you need to buy the Venezia Unica Card and register for 10 euros first? Do you need to use the app? Info is very confusing.

You can buy a pass for the number of days you need. Depending how you are arriving in Venice, you can buy a pass at the train station, airport, at some docks and online. I’ve always arrived in Venice by train so buy my pass at the kiosk near the tracks. Remember the Alilaguna from/to the airport is a separate ticket and does not accept vaporetto passes.

As far as I know there is no €14 carnet.
I believe that the question is about the Venice citizen / long term resident / very frequent user card.
My wife and I used to have them before covid which have now expired.
I don't know what the current procedure is, but when we did it we needed an application form (in Italian) of 2 or 3 sheets of paper, we needed to pay for the card itself, and we needed to do that in person at a small office with short hours in a building at Piazzale Roma.
At that point we visited Venice 4 times a year, now we don't so it is not worth it to us for the moment.
Be aware that the tickets which can be added to the card have fewer minutes than normal tickets. In other words, some trips will take 2 tickets rather than the normal one.
If you are planning this to slightly undercut the price of vaporetto tickets you may decide it isn't worth the effort for a short trip. The 24 hour and multiple 24 hours passes work out quite a lot cheaper than single tickets and they are easy to use.
Remember to validate all tickets before boarding. Fines are high.
