Car rental Liability insurance for travel in France & Spain

Is Liability Insurance included in basic car rental agreements in France & Spain?

We have secured rental thru AAA & Hertz, we have CDW covered by our credit cards and emergency medical thru our Health care provider and travel insurance company. Liability coverage does not seem to be an add-on at Hertz.

Looking for liability coverage for damage or injury to other drivers.

I have always rented through Hertz in Europe. As liability coverage is required by law, it has always been included in the basic rental cost. However I have not rented for 3 years, so be sure to check current status. I use Hertz because their pricing is clear and I know exactly what I will be paying once I arrive at the rental counter. With other companies I have been met with some significant unexpected add on charges.
