Hi. I am renting a car in Sweden, and am using the Capital One Signature Visa card to make the reservation. Capital One tells me that I will have sufficient collision/liability insurance from using their card that I do not need to buy the car renter's insurance. Does that sound correct?

Your credit card will cover collision. It will not cover liability. The rental agency will cover that since they potentially have millions exposed. Either you misunderstood or whoever you talked to is an idiot. Recheck and see if you get the same answer.
Homeowner's insurance has nothing to do with anything.
