car rental in Germany

I will be arriving in Berlin in September of this year. I am wondering if I should arrange for a car rental here in the United States or if it would be cheaper in Berlin. I am thinking of a weekly rental. Many thanks for any advice you can give me.

And how are you going to compare prices if you wait until you just show up at the counter? Are you planning to visit every single car rental counter??? How can you even be guaranteed there will actually even be a car available? Of course arrange in the US before you leave.

You only get good rates online, so you'd have to do it in advance. The more in advance the cheaper. Check both American and European sources and also consult brokers like AutoEurope, Gemut, Sunny Cars but definitely check with Dollar, Thrifthy, Sixt.com, Europcar, Avis, Hertz directly!

I doubt there is any major city anywhere in the World where rental cars are cheaper when done over-the-counter at the last moment.
