There are a number of car rental places in Frankfurt itself. A few years ago, I helped someone find their way to a city office that required them to go by S-Bahn to the Hbf and a couple of stops on the U-Bahn from there. I have also heard of people renting in Kelsterbach, near the airport. However, there are trains from the airport to Hannover. Check it out. You might be able to rent the car in Hannover the next day and save a day's rental (and airport pickup).
