Which tends to be cheaper - renting via an American company like Hertz, or going through a local company?

Going through Autoeurope. They contract with local rental agencies (and sometimes Avis or Hertz) in Europe. They will try to match any rates you find elsewhere. And they have a toll-free, 24/7 help desk in Maine so you can deal with them in English for any problems you encounter.
