According to both Autoeurope & Kemwel, third party liability insurance is mandatory in Spain and is included in all car rentals. Also, per Autoeurope: "Third party liability coverage is unlimited in Spain in case of damage or injury to people or property outside of the rental car." So something seems to be wrong with your scenario.
Are you asking about personal injury liability insurance to the driver or passengers in your car? As Tom mentioned third party liability is included in the price of the rental and you would be protected for damage to people or property outside your car. thank you for your quick reply. I am referring to personal injury liability for those inside the vehicle which requires added coverage. While American Express is an option for that additional coverage, the rental car company does not accept American Express. So the hunt goes on. Thank you.
Check with another rental car company and ask if they accept AMEX. Most of the major rental companies accept them. Also, You could check with the reputable brokers such as gemut.com or autoeurope.
I would not rent a car from a company that does not accept American Express. Not that I am so loyal to American Express, but this sounds like a very marginal operation. I would not trust it. Did you find this company on Craig's List?
