My wife and I are flying to Florence leaving LAX on Lufthansa. The carrier will not confirm our seating on the Frankfurt to Florence leg of the trip saying that we need to check in once we are on the ground in Frankfurt. Is this normal? Does it have to do with EU customs?

It is totally normal. Seats are routinely NOT assigned until about 24-48 hours before an intra-Europe flight.

Actually you will get your seats when you check in at LAX - LH will give you your boarding passes for the 2nd flight and it will have seats assigned.

Thanks to you all for your kind advice! Here's another question as long as we on the topic: When we arrive in Frankfurt, do we pass through EU customs there? Do I need to claim my luggage at that point?(yes, I know it's easier to take carry on's, but it's a business trip and I have to take a "Monkey Suit" to have dinner one night!).

In Frankfurt you will go through a passport check and there may or may not be documentation you have to fill out but you will not claim your luggage until you get to Italy.
