Does anyone know if I can buy thePasse Navigo Découverte and Carte Orange at the Metro ticket windows at CDG airport.

You probably know this, but to avoid confusion be aware that it's the RER that goes to CDG, not the Metro. Yes, you can buy the passe Navigo Découverte and Carte Orange at CDG.
