I am in france trying to buy IDTGV tix from nice to paris - all my credit cards and debit cards have been rejected -
Any ideas as to why this is happening? I'm US citizen -
Are you trying to buy from a kiosk? Those require modern credit cards with a data chip. U.S. card issues are only just starting to offer that as an option, though they are standard in Europe. If that is the problem, buy from an agent. If that is not the problem, call your credit-card company. Or use your debit card at an ATM and pay cash.

I'm trying to buy it from ipad online - idtgv tix are a better deal than from US raileurope site, but as i said, all credit/debit cards are being rejected -
As Adam said, call your card companies. Look at the back of your cards to find information on how to make a toll-free call from Europe.
The system may be confused seeing you in France when your ticket collection country may be Great Britain or other non-French location. Try France as your Ticket Collection Country. The system may also be catching you using a U.S. credit card in France and rejecting it. Normally, you can do this all throughout any of the countries there but perhaps you can't do it online with SNCF. Good luck.
Clear your cookies. Call your banks and then go to the station or SNCF Boutique nearby you.
