Will I be able to buy tickets to Amsterdam at the Central Station in Brussels? Or will I have to go to the Brussels-Noord station to buy them?

You can buy the tickets at either station. The IC train to Amsterdam stops at Centraal Station in Brussels.

Thalys trains from Paris to Amsterdam only stop at Bruxelles-Midi/Zuid. IC trains that go directly to Amsterdam originate at Bruxelles-Midi/Zuid and make one stop at Bruxelles-Central. Bruxelles-Nord is not part of this equation.
