It appears that many British airports (not all) have increased the carry on allowance to two items:

However, not all airlines and/or airports have made the change. Some airports don't have the capability yet to screen the extra carry-ons, and some airlines (especially for coach passengers) are sticking with a one bag limit. Check with both the airline you are flying and the airport you are flying out of before packing two carry-on bags.
The size restrictions have NOT changed.
