At any restaurant in Paris,when asking for bottled water,do you ask that it remained unopened when given to you,or is it implied by the waiter or waitress that is always given to you this way.

Paris tap water is perfectly safe to drink, it really is, so bottled water is an unnecessary expense IMO. I have never ordered bottled water in a Paris restaurant so I can't answer your question, but no doubt someone else will.
I agree--bottled water isn't necessary in Paris. Just ask the waiter for a "carafe de l'eau s'il vous plait." (a carafe of water please.)
Back to the original question. Are you asking if the waiter will bring the bottle to your table and break the seal in front of you? Our experience is that they bring the bottle and pour the glasses. My bigger problem is making sure we get "plain" water as opposed to "mineral" or "sparkling" water.
If you do want bottled water without carbonation you can order it "sans gas."
The best thing to do is learn how to say "I want a bottle of water without gas and please don't open it."
If you're really afraid of the water, don't order ice.
Normally, as stated, they will bring the bottle to you and pour it.
