Best Hub for Public Transportation in Tuscany - Siena, Volterra or Lucca?

We're spending 5 days in the Tuscany area and want to explore a few towns in the area. We are planning to use the bus/train to get to the various towns.

We want to find a good hub town that is charming/interesting in it's own right and has good connections to the Tuscan area towns.

For the most train and bus options, Siena would be your best bet. There are several places within a 2 hour travel radius you could visit. It's a great town, with lots to see and do. Lucca and Volterra are wonderful too, but their transportation options are more limited.
