They will not honor their Covid Voucher as promised.
Welcome to the Rick Steves forum.
If you'd found us before you booked your now cancelled flight the nice folks here would doubtless have advised you not to use an online travel agency but to book directly with the airlines.
You might as well head over to Trip Advisor's Air Travel Forum and post your warning there as well. There are dozens if not hundreds of threads there warning against booking with this company as well as other shonky online travel agencies.
Sorry you lost money, hope it was not too much.
Thanks. Will go to Trip Advisor as well other sites.
My first guess is that they are willing to honor UNDER their terms. My second guess is that you want to do something little different, outside of their policy, and they will not comply. Welcome to the new normal. Small claims court in the location of their offices might be an alternative. Good luck. --

Oddly they have an "A" rating, but any business that generates almost 3 complaints per day is, to me, an enormous red flag.
i suspect the number of people who file a complaint with BBB is only a small percentage of folks who have an issue.
There is contact info for the Calif. A-G office in the BBB link
Good luck
A big part of the A rating is how they handle complaints. Only three a day if they have a thousands of transactions is pretty good. If they had a huge number of unresolved complaints their rating would be in the tank but it looks like do a decent job with complaints.
I guess I need to provide more information. They had my money for 2 years. When I ask to use the voucher they asked for 50% in addition to what they already had. This would have made the 3 tickets almost double what the same airline going to the same place was charging. They were also sending out advertising emails to former customers for tickets going to where I wanted to go for less than the airlines were charging. When I asked why they wanted more than the airline was charging and why I could not give me the same cost they were offering new customers, they said take the offer or lose what you have. This was not my experance with another company where a trip was cancelled due to Covid-19. In the future I will only deal with the airlines.
so what did you do?

Not the 1st tale of woe about ASAP
Just got another call. The information I stated before has changed. They quoted the flights to and from Madrid instead of Barcelona. So they just increased the cost again. Now it appears we are given no credit for the voucher we were given from the flight voided due to Covid. We ended up just going through Delta. This cost was less than what we had on the voucher. Plus we will fly into Barcelona and depart from Madrid, which is something they would not due. Our next step will be arbitration. This is in their contract. Will they honor this?
.
Still not making a lot of sense. What was the voucher for?? Deposit? Cost of booked airline ticket? What was the value of the voucher? Ticket prices for international travel is very high at the moment. Lots of reason but mostly reduced capacity. Right the now the airlines do not have to sell discounted tickets to fill the seats. When comparing the airline ticket and their price, was it the same ticket class? Generally the first price quote or list by an airline is their super economy tickets.
The voucher was to cover a future flight to Barcelona when Spain opened up after Covid-19. .Delta and ASAP did not want to give a refund, so they issued a voucher. The voucher was for 3 tickets in the amount of $2355. Today, they quoted me a price doubled what was on the voucher. and what I could get on my own with Delta. In fact I got a flight for $2133. One of the problems, when they issued a voucher, was I could not get a refund on my travel insurance. I did get a refund From my insurance for my cancelled Rick Tour.
"Delta and ASAP did not want to give a refund, so they issued a voucher."
When you are dealing with a 3rd party they are the ones that issue the refund. If they are saying Delta won't give you a refund, that is not correct information as I'm sure you realize since you've now booked with Delta and doubtless carefully read the refund information on their website.
