Are Rail Passes just for trains? Is local transportation(Metros, buses, subways, separate or included or discounted?

Although I would agree with Steve that there is technically no such thing as a Eurorail pass, Eurail does recognize the term.
In most cases, local transportation is not included in the Eurail passes. In Germany, travel in the cities on the S-Bahn is included (since the S-Bahn is run by German Rail), but the U-Bahn, trams, and buses are not.
People here familiar with France can correct me, but I think in Paris, the RER is included but the Metro is not.
