Any surprise excessive fees reserving Enterprise Car Rental via Costco Travel?

Doing our Logrono to Bilbao one-way car rental with Enterprise but via Costco Travel gives us the second driver (spouse) free and a slightly lower rate on the base rental. However, if you book this way on Costco you are not locking in the price for one-way rental dropoff or CDW, and I don't see a line-item for 21% VAT either. Has anyone had problems with those fees being really inflated if done later at the checkout counter?

If you instead reserve directly with Enterprise those fees are already set, but you lose out on the 2nd driver free and the price advantage above. On other sites I do see warnings that CDW cost at the counter may be artificially higher if you don't guarantee the rate at the time of booking from the U.S. Thanks in advance for any feedback. I'll monitor replies even if I don't post again.

Have you checked to see whether AutoEurope, Kemwel or Gemut save enough off the Enterprise rate to cover at least part of the second-driver fee you'd have to pay if not booking through Costco? Folks seem to really like AutoEurope and often find it somewhat cheaper than booking directly, but I know the second-driver fee is significant.

The second driver free rate isn't always honored in Europe. We've had it be included in UK but denied in NL when we got there and picked up the car. So it seems to depend on location. If you have a way to check before you commit to Costco rental it might not hurt to verify it's honored where you're getting the car.
