I keep reading that there is a "cheap" ferry or hovercraft, but cannot find any place where I can make reservations. Is Tarifa "better"? (I have read that it is not as tourist friendly as Algeciras)How much $$ can I expect to pay?

Tarifa is actually a nicer place than Algeciras, which is really just a big industrial port city in the shadow of Gibraltar. And the ride from Tarifa is shorter, thus faster. You can book at http://www.frs.es for ferries from Tarifa....they'll bus you from Algeciras if necessary. If you do want to take a ferry from Algeciras, check http://www.trasmediterranea.es/trasmeweb/inicio.do. They have slow and fast ferries, Be aware that, in the summer, Tangiers is TWO hours behind Spain's time zone, so remember that when you see the scheduled arrival and departure times in Tangiers.
