Strikes are preplanned and always announced. Your best current information may be the Trenitalia site, though strikes may affect only a region or a specific line, not the entire system. This site: http://rome.angloinfo.com/information/transport/public-transport/strikes/ Seems to have some good general info plus links to strike announcements.
