Yes, they run constantly and you'll arrive in Koln in under an hour.

I've done it a couple of times. You can choose different speeds at different costs. The faster train makes few stops but costs more. The milk run allows you to get off anywhere, look around, then catch the next train to continue, but will take a lot longer.

Booked far enough in advance at www.bahn.de, you can get a Dauer-Spezial fare as low as 29€ on a fast ICE train.
