Just saw a deadline on Rick Steves for 10/30/2013. If I buy the passes do I have to make a reservation at the same time.

NO, but if you buy a pass make absolutely certain that a pass is the most economical way to go. Train passes are not an automatic good deal. In fact, most of the time, a pass is not cost effective. You should review the comments under Eurail pass.

I believe that "deadline" is for buying Italy rail passes at 20% off. The discount doesn't apply to reservations. You can get them at full price anytime.
