Is it customary to tip waiters or taxi drivers or anyone else in France?

Here's a good 'Tipping Tips' start. I typically (pun intended) round up, and will give an extra bit for friendly service or if the waiter recommends something and it turns out to be fab. http://www.ricksteves.com/plan/tips/tipping.htm
