My wife and I will be on the Best of Scandinavia Tour in July. Even though it's the heart of summer, we will go into the northern mountains. How cold will it get up there? Should we pack our down jackets? Can anyone share their experience? Thanks.

Cold is unlikely.
I did the Scandinavia tour in summer and it was warm. A light fleece/sweater is the most you might need.

I have found that the lightest, most packable, and warmest "extra" to have is a good merino wool base layer... even in summer.

I went in May of last year and just had my Patagonia nanopuff and a smartwool long sleeve. Plus a scarf. I don’t think you need to pack a down jacket.
